Earlier this year, many of you shared your thoughts on our initial plans, and we are grateful for the time you took to tell us what matters most to the community. Over the past few months, we’ve carefully reviewed all feedback and used it to help shape a revised proposal designed to make the new development a real asset to Basildon. We are now excited to share these updated proposals with you and continue the conversation.

Our Plans

Basildon, like many other communities across the UK, is suffering from an acute housing shortage. Our plans are to deliver up to 1,100 much-needed homes of different sizes and tenures to support the diverse needs of the local community, helping to give residents the opportunity to stay in the community they love.

We know that sustainable development requires the right infrastructure. Our initial plans included improvements to highways, a new local community centre, a primary school, green spaces and many new paths and cycle routes. Our plans have been further developed since we last spoke with you, with further highway improvements and other design changes made following input from the Essex Design Quality Review Panel, Basildon Council and other technical specialists.

The Site

Land at Dunton Road is situated on the northern edge of Basildon. Basildon has extended north of the A127 forming the suburbs of Steeple View and Noak Bridge. Dunton Road and Wash Road form the main northern boundary of the built form, with a number of individual houses situated on the northern side of the roads. The A176 and the adjacent residential development form the eastern boundary of the Site and the scattered settlement of Dunton Wayletts adjoins the western boundary.

Across Basildon, there is significant need for a variety of housing types, and we want to address this by providing a range of homes suited to different lifestyles and requirements.

Comprehensive neighbourhood-scale planning allows new homes to deliver investment in improved education, social amenities and local infrastructure, particularly through improvements to highways and transport.

A high proportion of the site will be set aside for well-connected green spaces, with play areas available for active and quiet recreation, such as dog-walking and nature walks. There are also significant opportunities for biodiversity net gains and wildlife habitats.

We will continue to work closely with officers at Basildon Borough Council to ensure that our proposals are tailored to provide the right mix of homes, local amenities and facilities that are required in the area, along with infrastructure and highway improvements.

Our Masterplan

Enhancing local highways

We are delivering improvements to local roads, including Dunton Road. Our proposals include a new roundabout to upgrade the local highway network, helping to reduce congestion and improve traffic flow. The development will also include a new primary route through the site, reducing traffic along existing sections of Dunton Road and improving overall access for residents.

Attractively landscaped and connected open green spaces for the community to enjoy, enhancing the local environment and promoting connection with nature near people’s homes.

Considerations

Across Basildon, younger generations and families are finding it increasingly difficult find housing close to their family networks due to high property prices. Similarly, older residents who wish to downsize are struggling to find suitable properties that allow them to remain within the community they’ve called home for years.

Bloor Homes is committed to addressing this issue by delivering around 1,100 homes, including 50% (around 550 homes) Affordable Housing, providing the local community with greater opportunities to continue to live locally.

From our initial consultation, we understand how important tackling local highways and traffic are to the community. Our improved plans include introducing a new access roundabout from Noak Hill Road. This will decrease local congestion in the area and improve connectivity.

A full Transport Assessment is also being prepared, which includes traffic surveys and modelling of local junctions to identify where improvements are required. The assessment will also consider other committed development in the area.

Dunton Road is being designed with extensive and connected green open spaces throughout, offering residents valuable outdoor areas. The proposed landscape framework includes:

  • Tree planting as a noise barrier to the A127.
  • Areas of natural greenspace for people to enjoy.
  • Drainage, wetland and recreational routes linked to and enhancing the existing footpath network.
  • New outdoor sports and playing fields.
  • Children’s play areas located throughout the site to enable play close to homes.
  • Significant areas of habitat creation, known as Biodiversity Net Gain, to ensure the site is better for wildlife with the development having taken place.

At Bloor Homes, green spaces are a priority. We collaborate with ecologists from the outset, carefully assessing how existing habitats and species can be protected, as well as how the new neighbourhood can be designed to encourage wildlife.

There will be no increased risk of flooding associated with the development. A thorough study has been conducted, and a sustainable drainage strategy is being developed to ensure the necessary management of water on site.  Where possible, this will be designed to improve existing drainage issues in the vicinity. This will be published and available when the outline planning application is submitted.

Bloor Homes is committed to creating neighbourhoods that people truly want to live in. To achieve this, we will design new well-connected footpaths and cycleways, surrounded by green spaces, to create a vibrant and sustainable community for all residents to enjoy.

FAQs

Q: How many homes are proposed?

A: Our refined plans still envisage around 1,100 homes. The exact number and other land-use parameters will be confirmed through future detailed applications.

A: Yes. At least 50% of homes will be affordable, in line with national planning policy, providing better opportunities for local people to get on the property ladder. The mix of tenures will be agreed with the Council and finalised at the reserved matters stage.

A: No. The development will be delivered in phases over 8–10 years. A construction management plan will minimise disruption and ensure smooth delivery. Key facilities, including the local centre and primary school, will be provided as required to support the community.

A: Yes. A Section 106 agreement is a legal agreement between the developer and the local authority, setting out financial contributions and commitments necessary to make the development acceptable. Specific contributions will be confirmed as the plans progress.

A: PROWs may be temporarily closed or diverted for safety during construction. Once complete, the PROWs will be reopened and enhanced, including improved green spaces and accessibility features.

A: Badgers and their setts are legally protected. Updated ecological surveys will identify active setts, and mitigation measures will be implemented following Natural England guidance to protect their habitat.

A: Only a small proportion of land will be taken out of agricultural use, chosen for its suitability to meet local housing needs. National planning policy allows this where necessary, balancing food production with the urgent need for new homes and infrastructure.

A: At this stage, plans are flexible with opportunities for a range of uses in the local centre at the heart of the site. This could include some small-scale retail, a café, pharmacy, local community facilities or a range of other uses. Bloor Homes will continue to work with the community to ensure facilities meet local needs.

A: Following the first consultation, the revised proposals include a new roundabout along the A176 to improve traffic flow. Additional traffic studies are being conducted, and other measures, including sustainable transport options, will be implemented to manage congestion.

A: Yes. The site will include an improved Dunton Road and a new internal route through the development to prevent through-traffic on existing sections. We are also exploring better connections between Dunton Road, Wash Road, and Noak Hill Road.

A: Bloor Homes is working with Basildon Borough Council to improve public transport access, walking and cycling routes, alongside junction improvements as described above.

A: Bloor Homes will continue to use local suppliers and contractors where possible and is exploring apprenticeship opportunities. These initiatives aim to benefit the local community during and after construction.

A: The refined proposals include provision for a new primary school. Discussions with the Council will continue to identify if additional funding is required for other nearby facilities.

A: There is an urgent need for homes in the area. Bringing forward proposals now allows Bloor Homes to respond quickly to housing demand, use available land efficiently, and demonstrate the site is viable and deliverable, helping shape the emerging Local Plan.

A: The proposals include energy-efficient homes, extensive green spaces, sustainable drainage systems, and measures to support biodiversity.

A: While the outline planning application focuses on housing and key infrastructure, the proposals allow space for community-focused facilities such as a health centre or leisure areas. Final facilities will be agreed with the Council at the detailed application stage.

A: The development will include sustainable drainage systems designed to manage surface water and reduce flood risk, following local authority and environmental guidance.

A: A Construction Management Plan will set out measures to minimise disruption, including timing of works, vehicle routes, and safety measures.

A: All feedback will be reviewed and considered in a revised Statement of Community Involvement, which will inform the outline planning application. The aim is to ensure the development meets the needs of both existing and future residents.
