Bloor Homes presents its updated plans and launches a consultation to gather additional information.

Phase Two Consultation Closes

Following a further two-week period of engagement and feedback from local residents, the second consultation period closes.

Submission

Following further refinements, Bloor Homes submits the final plans for the application, upon validation full details will be made available for viewing.

The Process

Through two phases of consultation, Bloor Homes has gained valuable insight into the priorities of the local community, helping to shape and refine the proposals.

In Spring last year, Bloor Homes set out its vision for a new sustainable neighbourhood in Basildon. The proposals include up to 1,100 new homes, with 50% proposed as affordable housing, alongside a new community centre, a primary school, generous green spaces, and an extensive network of walking and cycling routes.

In response to feedback received, and following design workshops with Basildon Council, Bloor Homes shared refinements to the masterplan in October last year, which set out plans for an updated transport strategy.

Following further refinements, the plans for Land at Dunton Road have now been submitted to Basildon Council for consideration. Once the application has been validated, residents will be able to view the full details of the proposals and participate in the statutory consultation process.

How will traffic and roads be improved?

Following the completion of the transport assessment, Bloor Homes has proposed a number of improvements to the highway infrastructure. These include a new three-arm roundabout on the A176 Noak Hill Road to provide the main access to the site, designed to keep traffic moving safely and efficiently with two lanes on the A176 and a single lane into the development. Additionally, a primary route is proposed to run through the site, to ease traffic on Dunton Road. Improvements are also suggested at the Rectory Road / Dunton Road junction, with a roundabout currently under consideration to enhance safety and operation.

How will the development enhance biodiversity and green space?

We recognise how important wildlife and green spaces are to the local community. The proposals will deliver around 25 hectares of green space across the site, alongside biodiversity net gain. New habitats will be created, including new woodland planting, species-rich grassland, riverside spaces, over 300 trees and native hedgerows. Existing woodland and the river corridor will be retained and enhanced, with sustainable drainage features designed to support wildlife. Together, these measures will create a well-connected network of habitats, helping to support wildlife and enhance the natural environment for the long term.

How will the development address local housing needs?

We recognise that many people are facing challenges accessing housing locally. These proposals will deliver up to 1,100 new homes, including 50% affordable housing, helping to respond to strong demand, with over 4,000 households currently on the waiting list in Basildon. The development will provide a mix of homes, including family housing, homes for first-time buyers and options for those looking to downsize, broadening choice and helping to meet a wide range of local needs.

How will education and community infrastructure be supported?

It is not just about building new homes; the proposals place a strong focus on creating a well-supported and thriving community. A new two-form entry primary school is proposed in the northern part of the site, designed to be easily accessible from across the development and to form a key focal point for the neighbourhood. Additionally, new sports pitches will be provided alongside the school, supporting both educational and community use and helping to create shared spaces for recreation, activity and community life.

What will the new local centre provide?

Bloor Homes is committed to delivering sustainable and thriving communities, well served by community spaces and amenities. Our plans include a new local centre at the heart of the development. The local centre will bring together a range of everyday services such as small shops, healthcare, leisure and community uses, creating a convenient and accessible hub for residents. Positioned to be easily reached by foot, cycle and public transport, it will support a walkable neighbourhood where many day-to-day needs can be met locally.

How will walking, cycling and public transport be improved?

Bloor Homes is committed to delivered well-connected and sustainable communities. As part of the plans, new walking and cycling routes will be provided throughout, including links to Bentley Gardens and nearby areas such as Steeple View. Additionally, two new bus stops and a mobility hub within the local centre will be provided, helping to ensure all residents are within a convenient walking distance of public transport.

The Site

Land at Dunton Road is situated on the northern edge of Basildon. Basildon has extended north of the A127 forming the suburbs of Steeple View and Noak Bridge. Dunton Road and Wash Road form the main northern boundary of the built form, with a number of individual houses situated on the northern side of the roads. The A176 and the adjacent residential development form the eastern boundary of the Site and the scattered settlement of Dunton Wayletts adjoins the western boundary.

Comprehensive neighbourhood-scale planning allows new homes to deliver investment in improved education, social amenities and local infrastructure, particularly through improvements to highways and transport.

A high proportion of the site will be set aside for well-connected green spaces, with play areas available for active and quiet recreation, such as dog-walking and nature walks. There are also significant opportunities for biodiversity net gains and wildlife habitats.

FAQs

Q: How many homes are proposed?

A: Our refined plans still envisage around 1,100 homes. The exact number and other land-use parameters will be confirmed through future detailed applications.

A: Yes. At least 50% of homes will be affordable, in line with national planning policy, providing better opportunities for local people to get on the property ladder. The mix of tenures will be agreed with the Council and finalised at the reserved matters stage.

A: No. The development will be delivered in phases over 8–10 years. A construction management plan will minimise disruption and ensure smooth delivery. Key facilities, including the local centre and primary school, will be provided as required to support the community.

A: Yes. A Section 106 agreement is a legal agreement between the developer and the local authority, setting out financial contributions and commitments necessary to make the development acceptable. Specific contributions will be confirmed as the plans progress.

A: PROWs may be temporarily closed or diverted for safety during construction. Once complete, the PROWs will be reopened and enhanced, including improved green spaces and accessibility features.

A: Badgers and their setts are legally protected. Updated ecological surveys will identify active setts, and mitigation measures will be implemented following Natural England guidance to protect their habitat.

A: Only a small proportion of land will be taken out of agricultural use, chosen for its suitability to meet local housing needs. National planning policy allows this where necessary, balancing food production with the urgent need for new homes and infrastructure.

A: At this stage, plans are flexible with opportunities for a range of uses in the local centre at the heart of the site. This could include some small-scale retail, a café, pharmacy, local community facilities or a range of other uses. Bloor Homes will continue to work with the community to ensure facilities meet local needs.

A: Our submitted plans propose a new roundabout on the A176 Noak Hill Road supported by a primary route throughout the site reducing impacts on existing roads In addition, the Rectory Road / Dunton Road junction is proposed to be improved for safety and congestion.

A: Yes. The site will include an improved Dunton Road and a new internal route through the development to prevent through-traffic on existing sections.

A: Plans include new walking and cycling routes, two new bus stops on site and a mobility hub within the local centre

A: Bloor Homes will continue to use local suppliers and contractors where possible and is exploring apprenticeship opportunities. These initiatives aim to benefit the local community during and after construction.

A: The refined proposals include provision for a new primary school. Discussions with the Council will continue to identify if additional funding is required for other nearby facilities.

A: There is an urgent need for homes in the area. Bringing forward proposals now allows Bloor Homes to respond quickly to housing demand, use available land efficiently, and demonstrate the site is viable and deliverable, helping shape the emerging Local Plan.

A: The proposals include energy-efficient homes, extensive green spaces, sustainable drainage systems, and measures to support biodiversity.

A: While the outline planning application focuses on housing and key infrastructure, the proposals allow space for community-focused facilities such as a health centre or leisure areas. Final facilities will be agreed with the Council at the detailed application stage.

A: The development will include sustainable drainage systems designed to manage surface water and reduce flood risk, following local authority and environmental guidance.

A: A Construction Management Plan will set out measures to minimise disruption, including timing of works, vehicle routes, and safety measures.

A: All feedback will be reviewed and considered in a revised Statement of Community Involvement, which will inform the outline planning application. The aim is to ensure the development meets the needs of both existing and future residents.
